HISTORY OF THE AGENCY
The history of the DELTA STATE CAPITAL TERRITORY DEVELOPMENT AGENCY is intertwined with the State’s creation on the 27th of August, 1991, by General Ibrahim Babangida’s military regime, with the Capital located in Asaba. Prior to this, Asaba was a peri-urban town struggling to accommodate the headquarters of the old Oshimili Local Government Area. It was a city lacking modern infrastructure (roads, erosion/drainages, urban utilities, power, water, housing) and poor environmental sanitation/waste management. The Asaba Capital City has since experienced significant growth and has expanded into neighbouring towns of Okpanam/Ugbolu and Ibusa. The impact of this expansion and urbanization on the Asaba Capital Territory is felt even in the distant towns of Isselle Uku, Igbodo, Umunede, and Ogwashi Uku, highlighting the extensive reach and influence of the DSCTDA.
To tackle the growing urban problems of the Capital territory, the Delta State Government enacted the Delta State Capital Territory Development Agency law which came into force on the 3rd day of June, 2015. A copy of the law establishing the Agency is attached herewith Click To Get A Copy

MANDATE OF THE AGENCY
Section 8 (i) (a-b) of the law gave the agency the mandate to primarily accelerate the Infrastructural and environmental development of the State Capital Territory. As a strategic government interventionist organization; the agency is to formulate policies, programmes and projects for the specific urbanization of the Capital Territory.
LOCATION/ AREA COVERAGE
The Delta State Capital Territory spans Longitude 60.38’ East and 60.45’ East of the Greenwich Meridian and Latitude 60.06’ North and 60.19’ North of the Equator. Its area is estimated to be 363,175 square kilometers (see section 3(2) of the law establishing the Agency).
The above-defined land area covers parts of Oshimili South LGA ( including the land area stretching from Issele Azagba junction through the Airport and the adjoining Communities up to River Niger, the Asaba Capital City to the newly established Dennis Osadebey University Town); parts of Oshimili North LGA (Okpanam/Ugbolu, Ibusa); and parts of Aniocha South LGA (including the land area stretching from Issele Azagba junction through Azagba Ogwashi-Uku up to Nsukwa junction near Obasanjo Farms on Ogwashi Uku/Ughelli express road.
